The raw data list is by default(When uploaded) visible to only the creator & the admin, You can assign it to other users too
2. This will give you a list of all the raw data lists that are uploaded
3. Click on the Action Button 
of the desired list and Select "Change list owner"
of the desired list and Select "Change list owner"
4. This will open up a pop up "Change Owner", Select the names of "New Owner" in the drop down and submit it.
